The Matanuska-Susitna Borough, commonly called the Mat-Su Valley, is served by two city police departments and Alaska State Troopers Detachment B. The Matanuska-Susitna Borough maintains a public records process for borough-level documents under its own code at MSB 1.50.030 through 1.50.060, as well as applicable state and federal law. The borough's policy gives the public the right to inspect records, receive copies, or both. If the record is not confidential or privileged, the borough is expected to provide access immediately. For most documents this is straightforward, but police incident records from unincorporated areas go through AST, not the borough clerk.

The Borough Clerk manages both active and inactive records and develops the retention schedules that govern how long documents are kept. If you submit a request that takes more than five person-hours per month to fulfill, the borough may charge you for the actual salary and benefits cost of the staff time involved, per AS 40.25.110. Projected costs of $50 or less are paid when you pick up the records; costs over $50 must be paid in advance.
Veterans and their families may be eligible for a fee waiver. No charges apply to records needed by the Department of Military and Veterans Affairs or the U.S. Department of Veterans Affairs.

Wasilla Police Department Records
The Wasilla Police Department is located at 801 N Wasilla-Fishhook Road, Wasilla AK 99654. Wasilla PD accepts records requests through an online portal or by PDF form. The online portal accepts credit card payments. The PDF form requires cash or check. Both options require you to sign a Non-litigation Affiliation certification as part of your submission. Standard police reports, including collision reports, cost $10. If photographs, audio, or video exist and you request that media, the fee is an additional $20. Response time is 10 business days, with the option to extend by another 10 business days if needed. Collision reports specifically take an average of 30 days to finalize, sometimes longer depending on the circumstances. Online collision reports from after January 1, 2024 may be available to view online directly without a formal request.
Some records are exempt from release. Wasilla Municipal Code 2.48.120 and AS 40.25.120 list the types of records that cannot be disclosed. If criminal charges are pending, the record is held until the District Attorney provides an adjudication notice, per AS 40.25.120(6)(B). Redaction is applied to birth dates, driver's license numbers, and Social Security numbers before any record is released. Palmer Police Department Records
The Palmer Police Department is at 423 S Valley Way, Palmer AK 99645. The records line is 907-745-4811, and email requests go to records@palmerpolice.com. All requests must be submitted in writing using the Palmer PD Public Records Request Form. That form asks for your name, date, organization if applicable, address, email, phone, the date and time of the occurrence, report or case number, the location, full names of all involved parties, and your role in the incident (victim, witness, or defendant).
The fee structure at Palmer PD is more detailed than at most Mat-Su agencies. Photos cost $10 per report. After the first 10 pages, additional pages are $0.35 each. Audio recordings cost $20 per incident, plus $0.54 per minute for staff review time and $5.40 per minute for any required redaction work. Video carries a higher base fee of $50 per incident, with the same per-minute review and redaction rates. All fees are non-refundable and must be pre-paid in cash or check before the department will process your request. Cards are not accepted.
Response time is 10 business days, with a possible 10-business-day extension. If the report you requested is incomplete at the time of your request, the clock starts when the report is finalized, not when you submitted your form. If the incident involves criminal charges, only the collision portion of a report may be released while charges are pending. The rest stays on hold until the District Attorney lifts the adjudication restriction. The Chief of Police retains authority to authorize early release under AS 40.25.120.

Alaska State Troopers Detachment B
Alaska State Troopers Detachment B covers the Mat-Su Valley, Copper Valley, and the Valdez area. For rural areas, unincorporated communities, and anywhere outside Wasilla and Palmer city limits, AST Detachment B is the primary law enforcement agency. Records from those incidents are requested through the Alaska Public Records Act process. The APRA covers AS 40.25.100 through AS 40.25.295 and gives any person the right to request public records from state agencies including AST. The standard response window is 10 working days. Criminal records are handled separately under AS 12.62.160, which makes criminal records and their recipients confidential except in specific circumstances defined by law.
AST also accepts online crime reports for a defined set of incident types at dps.alaska.gov/AST/CrimeReport. Online reporting works for burglary, trespassing, fraud, property damage, shoplifting, telephonic harassment, and theft.
