Kenai Peninsula Borough Police Records
The Kenai Peninsula Borough is home to several independent police departments and an Alaska State Troopers detachment, each handling its own police records. Whether you need an incident report from Kenai PD, Soldotna PD, or Homer PD, or you want records from an unincorporated area covered by AST Detachment E, this page walks you through where to go, how to submit your request, and what to expect when searching for police records across the borough.
Kenai Peninsula Borough Overview
Kenai Police Department Records
The Kenai Police Department serves the City of Kenai from its station at 107 S. Willow Street. The department has 18 sworn officers and 8 dispatchers, plus support staff. During summer months, KPD adds five temporary enforcement officers to handle the seasonal spike in activity along the peninsula. The department earned accreditation through the Northwest Accreditation Alliance in 2022, which signals a baseline level of policy and procedure compliance.
For police records specifically, Kenai PD uses a separate online request system from the general city government. The KPD records request form runs through the LiquidForms platform at forms.kenai.city. That form is only for police department records. If you need records from another city department, those go through the City Clerk's office instead. Keep that distinction in mind before you file, since sending a police records request to the Clerk may delay your response.
The public records search portal on the KPD site supports wildcard searches. Use an asterisk (*) to match zero or more characters, or a question mark (?) to match a single character. Those tools help when you only remember part of a name or case detail. For urgent matters, the administrative line is 907-283-7879. Non-emergency matters can also be emailed to 911@kenai.city, and Chief David Ross can be reached directly at dross@kenai.city.
KPD also accepts online crime reports for a specific set of incident types. These include animal complaints, drug information tips, fraud and identity theft reports, harassment, lost property, shoplifts (businesses only), supplements to burglary reports, suspicious activity, theft, theft from vehicle, threats, vandalism, and vehicle tampering. Online reporting is not available for violent crimes or emergencies; those require a 911 call.

The Kenai Police Department website provides direct access to the online records request form and the public records search portal.
The department site also lists current news, online crime reporting options, and contact information for the chief's office and administrative staff.
Kenai PD hosts a dedicated online form for records requests, separate from the general city contact system. The Kenai PD report request page links directly to the LiquidForms submission portal where you can fill out and send your request without visiting in person.
The form asks for basic identifying details about the incident, including date, case number if known, and the names of parties involved.
Soldotna Police Department Records
The Soldotna Police Department handles records for the City of Soldotna from its station at 44510 Sterling Highway. The main office line is (907) 262-4455, and a fax is available at (907) 262-4421. General questions can go to policequestions@soldotna.org, while the chief's office accepts messages at chief@soldotna.org. You can submit a records request using the department's PDF records request form, which asks for case number, date, your name and contact info, the incident date, incident type, names of people involved, and your reason for requesting the record.
Fees at Soldotna PD are non-refundable and collected at the time of your request. Report copies cost $5 per report for the first four pages, then $0.50 for each additional page. If you need digital media such as audio, video, or photos burned to disc, the fee is $15 per CD or DVD. Once your records are ready, the department will call you. Reports must be picked up within two weeks of that notification call, so plan accordingly if you are not local.
Not every request will result in a release. Soldotna PD may deny access if the record relates to a pending investigation or adjudication, if there is no record of the incident on file, or if release is restricted under AS 40.25.120(a)(6)(c). If you need 911 audio recordings, those go through a separate approval process with the Kenai Peninsula Borough Soldotna Public Safety Communications Center, not through SPD directly.
Note: Soldotna PD fees are collected upfront and are non-refundable even if the requested record does not exist or is denied.
Homer Police Department Records
The Homer Police Department operates 24 hours a day, seven days a week, from its station at 625 Grubstake Avenue, Homer AK 99603. The main phone is 907-235-3150, fax 907-235-3151, and email is police@cityofhomer-ak.gov. Chief Mark H. Robl has led the department since May 1, 1999, making him the longest-serving police chief in Alaska. The department has one lieutenant, two patrol sergeants, one investigation sergeant, eight patrol officers, seven dispatchers, and three corrections officers. Homer Community Jail operates under a state contract and can hold up to ten individuals for a maximum of ten days each.
Public records for Homer PD are handled through the City Clerk's Office rather than the police department itself. The Clerk's office page at cityofhomer-ak.gov is where you start your request. Document copies are $0.25 per page. Certification of a report is $10. If you need a CD with audio or digital files, the first disc costs $25 and includes postage; follow-up CDs are $15 each. DVDs are $30 per disc. Accident reports specifically range from $6 to $20 depending on type and can be requested by phone, in person, or by email. The City Manager can waive fees if the cost is nominal or if the requester cannot pay.

Kenai Peninsula Borough Public Records Portal
The Kenai Peninsula Borough itself maintains a public records system for borough-level documents. This includes public notices, meeting records, budget documents, GIS data, and parcel information. Police incident records from the borough's unincorporated areas are generally handled through the Alaska State Troopers rather than the borough clerk, but the KPB portal is the right place for any borough administrative record request.
The borough uses GovQA as its online platform for records requests. You will need to create an account to submit and track your request. One rule to keep in mind: any records request you submit is itself a public record and may become publicly viewable. The Borough Clerk's Office is at 144 North Binkley Street, Soldotna AK 99669. Phone is (907) 714-2160, fax is (907) 714-2388. Borough Clerk Johni Blankenship can be reached at jblankenship@kpb.us. A toll-free line at 1-800-478-4441 is available within the borough.
The borough was incorporated in 1964 as a second-class borough. It operates under a mayor and assembly form of government. The clerk's office manages both active and inactive records and is responsible for developing retention schedules and procedures for borough documents.
Note: The KPB GovQA portal requires an account, and your submitted request may itself be released as a public record under Alaska law.
The KPB public records request page provides access to the GovQA portal, instructions for submitting requests, and contact details for the Borough Clerk's Office.
The GovQA system lets you track the status of your request after submission and receive notifications when records are ready.
Alaska State Troopers Detachment E
Alaska State Troopers Detachment E covers the Kenai Peninsula and surrounding areas. Its headquarters is at 46333 Kalifornsky Beach Road, Soldotna AK 99669. Commander Captain Maurice Hughes can be reached at 260-2706. The detachment dispatch line is (907) 262-4453. AST handles calls and patrol in all unincorporated areas of the borough, including communities that do not have their own local police force.
For police records from AST incidents, you submit requests through the Alaska Public Records Act process. The state's Alaska Public Records Act, found at AS 40.25.100 through AS 40.25.295, gives the public the right to request and inspect public records from state agencies including AST. The standard response window is 10 working days. Records involving active investigations may be withheld until the case closes.
Criminal history records are separate from incident reports. If you need a criminal background check, that goes through the Alaska DPS criminal history request portal, not through the local detachment. Name-based checks run $20 under AS 12.62.110 through 120. The CourtView system is another resource for case-level information from Alaska courts. It is free to search and covers district and superior court filings statewide.
You can also check the Alaska DPS Daily Dispatch for a log of recent trooper activity. That page updates with daily summaries from AST posts across the state, including Detachment E. For sex offender information, the Alaska Sex Offender Registry at sor.dps.alaska.gov is searchable and covers over 3,640 entries statewide under AS 12.63.100.

Statewide Records Resources
Several statewide tools help you find records that span more than one agency or jurisdiction. The Alaska CourtView system is the primary portal for court case searches. It covers district and superior courts and shows case filings, hearing dates, and judgment information. Court copies cost $5 for the first document and $3 for each additional document. Certified copies are $10 plus $3 per page.
The Alaska Trial Courts directory lists contact information and locations for all courts in the state, including the Kenai Peninsula courts in Kenai and Homer. If you need records from the courthouse itself rather than the police department, the trial courts page is where you start. The Alaska DOC Records office at (907) 465-3485 handles requests for Department of Corrections records. Those cover incarceration history and related documents. DPS headquarters at 5700 E Tudor Rd, Anchorage AK 99507, phone (907) 269-5511, can direct more complex requests to the right unit.
Note: CourtView shows case information but does not replace a full police records request; incident reports and court case data come from different agencies.
