Law Enforcement in Nikiski

Nikiski does not have its own police force. The community is unincorporated, which means it falls under the authority of the Kenai Peninsula Borough for local government, and Alaska State Troopers for law enforcement. There is no Nikiski city hall, no city police chief, and no municipal records office for police matters.

All police records for incidents in Nikiski are held by AST Detachment E. The detachment headquarters is at 46333 Kalifornsky Beach Rd, Soldotna AK 99669. Commander Captain Maurice Hughes leads Detachment E and can be reached at 260-2706. The main dispatch number is (907) 262-4453.

If you need a report from an incident that happened in Nikiski, contact Detachment E. Be ready to give the incident date, the type of incident, and the names of people involved. If you have a case number, that speeds up the search. Alaska's public records law applies to all AST records, so the agency must respond to your request within 10 working days.

The Kenai Police Department at 107 S. Willow St, Kenai (907-283-7879) handles incidents within Kenai city limits, which borders Nikiski to the south. KPD does not hold records for incidents in the unincorporated Nikiski area.

Requesting Records Under the Alaska Public Records Act

The Alaska Public Records Act, AS 40.25.100-295, governs all records held by state and local government agencies in Alaska. You don't need to give a reason to request a record. The law covers AST records, KPB records, and other government documents in Nikiski's area.

Agencies must respond within 10 working days of receiving your request. They can ask for a 10-day extension if the request is complex. If the agency denies your request in whole or in part, it must explain which exemption applies. You have 60 working days to appeal a denial.

Some records are exempt. Active investigation files, juvenile records, certain personnel matters, and records sealed by court order may be withheld. If your request touches on an ongoing investigation, expect a longer wait or a partial response.

The Alaska Public Records Act is published by the Alaska Department of Law at law.alaska.gov/doclibrary/APRA.html.

Kenai Peninsula Borough Public Records

The Kenai Peninsula Borough manages its own records separately from AST. Borough records include permits, planning documents, meeting minutes, and other local government materials. You can submit a request through the KPB GovQA platform at kpb.us. You'll need to create a free account to submit and track requests.

KPB Clerk Johni Blankenship handles the records process. Her contact information is jblankenship@kpb.us or (907) 714-2160. The borough office is at 144 North Binkley Street, Soldotna AK 99669. Borough records are different from police incident reports, which stay with AST.

AST Online Crime Reporting

Alaska State Troopers run an online crime reporting tool for low-level, non-emergency incidents at dps.alaska.gov/AST/CrimeReport. If you need to file a report for an incident in the Nikiski area and it does not require an immediate response, this tool may let you do it without driving to Soldotna. Check the list of eligible incident types on the DPS site before using it. Not all incidents qualify for online reporting.

For emergencies, always call 911. For non-emergency situations that still need a trooper response, call the Soldotna dispatch at (907) 262-4453.

CourtView - Alaska Court Cases

Alaska's public court case search is at courts.alaska.gov/main/search-cases.htm. Nikiski-area cases are filed in the Third Judicial District. Search by name, case number, or date range to find criminal, civil, and traffic cases. Results show charges, hearing dates, and dispositions.

Under AS 22.35.030, records tied to acquittals and dismissed charges may be restricted or removed from public view. If a case doesn't appear, it may have been sealed or access may have been limited. The system is free to use and does not require an account.

Trial Court Records and Certified Copies

To get a certified copy of a court record from Kenai Peninsula cases, use form TF-311. This form covers requests made at locations outside the primary clerk's office, which applies to many Kenai Peninsula courthouse locations. The Alaska trial courts page is at courts.alaska.gov/trialcourts/.

Standard statewide fees apply: a certified copy costs $10 for the first page plus $3 each additional. A plain document copy is $5 for the first page plus $3 each additional. Staff research time is billed at $30 per hour if the clerk must locate records on your behalf. These rates are the same at all Alaska trial courts.

Alaska Criminal History Records

The DPS self-service criminal history portal is at backgroundcheck.dps.alaska.gov. Reports cost $20 each and cover Alaska state criminal history under AS 12.62. The system processes requests by email.

For walk-in requests, visit the Kenai DPS office at 46333 Kalifornsky Beach Road, Soldotna AK 99669. Call (907) 262-4453 before going to confirm hours. The $20 fee applies for in-person requests as well. Note this is the same address as AST Detachment E — both are at the same Soldotna complex.

Daily Dispatch Reports

Alaska DPS publishes daily dispatch logs at dailydispatch.dps.alaska.gov. These logs show AST activity statewide, including calls in the Kenai Peninsula area around Nikiski. Search by date to see incident summaries, calls for service, and arrests. The logs are free and do not require login. They give a general view of law enforcement activity but do not replace formal police reports.

Sex Offender Registry

Alaska's sex offender registry is free and publicly searchable at sor.dps.alaska.gov. The registry has more than 3,640 entries statewide. Search by name, city, or zip code. Nikiski lacks its own zip code search filter in all tools, so try searching for nearby zip codes or the Kenai area. Registration rules are set under AS 12.63.100. HB 66, effective July 2024, updated some registration and notification requirements. The registry is updated regularly by DPS.
